About Us
Justice Advocates & Partners, Inc., was established in December 16, 2020, and began operations on January 4, 2021. The Firm was founded by G. Moses Paegar, Golda A. Bonah Elliott, and Albert S. Sims, all of whom are Counsellors-At-Law, licensed to practice before the Honorable Supreme Court of Liberia. Each of the founders has over fifteen years of legal practice, with well-grounded knowledge and experience in corporate and commercial legal representation with a portfolio of clients including a number of multi-national companies operating within the Republic of Liberia. Justice Advocates & Partners, Inc. (JAP Inc.) is duly established under the laws of the Republic of Liberia, and licensed as a law firm authorized to engage in the business of providing legal and consultancy services to resident and non-resident entities/persons in Liberia.

G. Moses Paegar, Esq, Senior Counsellor of Liberia (SCL) is the Senior Managing Partner at Justice Advocates & Partners, Inc. and has been in the practice of law for thirty (30) years, with vast expertise in banking and finance, and commercial transactions. He worked with the Liberia Bank for Development & Investment (LBDI) where he served variously as Senior Projects Analyst; Assistant Manager, Projects Implementation and Supervision; Manager, Projects Implementation and Supervision; and Manager, Consumer Banking. Moses worked with the law firm of Sherman & Sherman in various positions including Assistant Counsel, Associate Counsel, and Managing Director. He took a brief sabbatical away from the practice of law and served as Managing Director for the Liberia Electricity Corporation (LEC), the state-owned electric power company. He also served as Chairman of the Board of Directors of the Liberia Electricity Corporation. Moses currently teaches law courses at the Louis Arthur Grimes School of Law, University of Liberia. Previously, Moses offered courses in Financial Management, Projects Management, Small Business Management, and Financial Markets and Institutions at the Horton College of Business, University of Liberia. He is former member of the Executive Council and former Chair of the Arbitration Committee of the Liberia Chamber of Commerce. Moses is also past President of the Liberian National Bar Association (LNBA).

Albert S. Sims is Senior Counsel and Head of Litigation and has been in the practice of law for about twenty (20) years, with experience in real estate and property, and labour matters. He served as Assistant Legal Counsel at the Ministry of Finance (now the Ministry of Finance & Development Planning); Staff Counsel at Kennedy Law Firm; and Senior Counsel at Sherman & Sherman, Inc. Albert has a Bachelor of Arts (BBA) degree in Accounting from the College of Business and Public Administration, University of Liberia; an Associate of Arts (AA) degree in Rural Development from the Rural Development Institute of the erstwhile Cuttington University College (now Cuttington University); and a Bachelor of Law (LLB) degree from the Louis Arthur Grimes School of Law, University of Liberia.

Neto Zaza Lighe, Sr. is an Associate Counsel. Neto holds a Bachelor of Business Administration (BBA) in Accounting and Economics from the University of Liberia and a Master of Law Degree (LLM) from the University of Pennsylvania, Philadelphia, U.S.A. Neto has been in the practice of law for eleven 11) years. Neto is former Associate Legal Counsel, Sherman & Sherman. Neto has also held various positions in the public and private sectors over the years. He served, at divers times, as Deputy Minister for Manpower Planning & Human Resource Development, Ministry of Labor and later, Minister; Assistant Minister for Administration, Ministry of Internal Affairs; Program Analyst, National Implementation Unit/Integrated Framework, Ministry of Commerce and Industry and Donor Coordinator, Ministry of Justice, Republic of Liberia - UNDP-funded program, etc. Neto is currently on a leave of absence.

Nyekeh Y. Forkpa, is a 1989 honor graduate of the College of Business and Public Administration (Accounting/Economics), University of Liberia; a 2006-honor graduate (MBA) from the University of Rhode Island, Kingston, Rhode Island, USA; and a recent honor graduate (Magna Cum Laude) from the Louis Arthur Grimes School of Law (2023) Atty. Nyekeh Y. Forkpa has held various positions in public and private sectors in both Liberia and the United States of America. These positions include, inter alia, (i) Managing Editor of the News Newspaper, Monrovia, Liberia; (ii) Investment Accountant at the Metropolitan Life Insurance Company (Metlife) in Warwick, Rhode Island, USA; (ii) Analyst at the Citizens Bank, Providence, Rhode Island; Financial Consultant, Acting Deputy Managing Director for Administration and later Deputy Managing Director for Administration at the National Port Authority (NPA) of Liberia. 2. Attorney Nyekeh Y. Forkpa is currently on a leave of absence and serves as Deputy Minister of Education for Administration at the Ministry of Education, Republic of Liberia.

Theresa Dieng-Bright, is Staff Attorney. Theresa is a 2013 graduate of the African Methodist Episcopal University (Liberia) with the degree of Bachelor of Science (BSc) in Economics; a 2024 graduate of the Louis Arthur Grimes School of Law, University of Liberia, with the degree of Bachelor of Law (LLB). Theresa also holds several professional certificates and diplomas and/or is in training therefor as follows, viz: Chartered Institute of Purchase and Supply (CIPS); Chartered Accountant Candidate, Ghana Institute of Chartered Accountants; Post Graduate Diploma in Monitoring and Evaluation, Liberia Institute of Public Administration (LIPA); Post Graduate Diploma in Public Procurement, Financial Management Training Program, University of Liberia; Diploma in Public Procurement & Fiduciary, World Bank, etc. Theresa is highly motivated and demonstrates an enviable enthusiasm to explore the contours of opportunities for professional growth in the practice of law in both the private and public sectors.
